Terrasse-Vaudreuil — Mise à jour institutionnelle relative à la résolution du 9 juin et au communiqué du 21 août 2026

La mise à jour du 2 septembre 2026 avait été publiée afin de distinguer plusieurs questions qui ne relevaient pas du même plan juridique ou institutionnel : l’existence de la résolution municipale adoptée le 9 juin 2026, sa portée historique, la reconnaissance institutionnelle de la Municipalité au sein du dispositif porté par La Compagnie des Papillons Bleus et le statut juridique propre de l’acte municipal.

Cette page est désormais conservée comme archive chronologique. Elle ne constitue ni le Cadre officiel en vigueur, ni la procédure actuelle d’adoption des collectivités, ni une présentation du statut institutionnel actuel de Terrasse-Vaudreuil.

Le 9 juin 2026, le conseil municipal de Terrasse-Vaudreuil a adopté à l’unanimité des conseillers présents la résolution no 2026-06-111, intitulée « Engagement municipal pour la protection de la canopée et la reconnaissance des droits fondamentaux de l’Arbre ».

La résolution intègre les trois articles de la Déclaration universelle des droits de l’Arbre et reconnaît, dans son dispositif municipal, quatre droits opérationnels distincts : la vie, la croissance naturelle, l’intégrité et la régénération.

À la connaissance de La Compagnie des Papillons Bleus et au regard des actes institutionnels recensés, cette résolution constitue le premier acte municipal formel identifié intégrant les trois articles de cette Déclaration précise.

La mise à jour du 2 septembre avait pour fonction de rappeler que l’existence d’un acte municipal, sa reconnaissance dans un dispositif institutionnel porté par une organisation et son statut juridique dans l’ordre municipal sont des questions distinctes.

Elle précisait également que la démarche ayant précédé la résolution du 9 juin avait été engagée sans contact institutionnel préalable avec l’auteur de la Déclaration ou avec La Compagnie des Papillons Bleus, et que la résolution ne comportait pas l’adoption concomitante des Quinze Engagements des collectivités locales et régionales.

Ces éléments sont conservés ici pour leur valeur documentaire historique. Les règles aujourd’hui applicables aux collectivités sont celles exposées dans le Cadre officiel et dans la procédure institutionnelle en vigueur.

The September 2, 2026 update was published in order to distinguish matters operating on different legal and institutional levels: the existence of the municipal resolution adopted on June 9, 2026, its historical significance, the Municipality’s institutional recognition within the framework stewarded by La Compagnie des Papillons Bleus, and the legal status of the municipal act itself.

This page is now retained as a chronological archive. It is neither the current Official Framework, nor the current adoption procedure for public authorities, nor a description of Terrasse-Vaudreuil’s present institutional status.

On June 9, 2026, the Municipal Council of Terrasse-Vaudreuil unanimously adopted, among the councillors present, Resolution No. 2026-06-111, entitled “Municipal Commitment to Canopy Protection and Recognition of the Fundamental Rights of the Tree”.

The resolution incorporates the three Articles of the Universal Declaration of Tree Rights and recognises, within its municipal framework, four distinct operational rights: life, natural growth, integrity and regeneration.

To the knowledge of La Compagnie des Papillons Bleus and on the basis of the institutional acts identified, this resolution constitutes the first identified formal municipal act incorporating the three Articles of this specific Declaration.

The September 2 update recalled that the existence of a municipal act, its recognition within an institutional framework stewarded by an organisation, and its legal status within the municipal legal order are distinct questions.

It also stated that the process preceding the June 9 resolution had been initiated without prior institutional contact with the author of the Declaration or with La Compagnie des Papillons Bleus, and that the resolution did not include the simultaneous adoption of the Fifteen Commitments of Local and Regional Authorities.
